The Central Technical Group
The CTG/NACC is placed under the responsibility of the Permanent Secretary, assisted in his task by the Deputy Permanent Secretary, the Heads of Sections and Units, staff composed of civil servants and contractual officers.
Attributions of the CTG
Le Groupe Technique Central assure :
- Coordination and management of the multisectoral program, in collaboration with administrations, local authorities, civil society, national and international partners involved;
- Managerial and technical support to private and public partners as well as to external services of the Ministry of Public Health involved in the fight against HIV/AIDS;
- Support to any partner structure (governmental and non-governmental) in the development and execution of appropriate communication strategies;
- Technical support to partners involved in the sectoral response (public and semi-public services, private companies, non-governmental and professional organizations), as well as supervision and evaluation missions of the execution of sectoral plans;
- Coordination of epidemiological and behavioral surveillance activities;
- Coordination of research and training activities;
- Coordination of the communication strategy for behavior change (CCC) and support to any partner structure (governmental and non-governmental) in the development and execution of appropriate communication strategies;
- Preparation of the annual budgeted action plan for activities according to the guidelines defined by the National Committee, which it submits for approval by the latter;
- Monitoring and evaluation of the implementation of the national AIDS control strategy;
- Administrative, financial and accounting management of the Program;
- Management of funds made available to the multisectoral program by the State, national and international partners, transfer of said funds to grassroots communities and all contracting structures responsible for the local response in accordance with the procedures laid down for this purpose;
- Technical support to partners involved in the local response (decentralized authorities, development committees, religious and traditional authorities, NGOs...), as well as supervision and evaluation missions of the execution of local response plans;
- Preparation of the Program's activity reports which it presents semiannually to the National Committee.
